Methodology

The number of HIV-positive people living in Kyiv was generated by Spectrum 2017 based on IBBS 2015 data. The data was approved by the AIDS City council. The routine round of estimations using Spectrum new version 5.621 will be done by the country by May 2017 using new IBBS 2017. The new estimations will be approved by the National M&E Group under the Ministry of Health. The new estimations will influence the data of the cascade. The estimated number of PLHIV includes diagnosed and undiagnosed PLHIV.
Diagnosed and linked to care include those who were diagnosed as HIV positive and registered in the AIDS Center according to the Order # 180 of the MoH.
Retention in care was defined as at least one clinic visit with or without CD4 and VL test during the year as per the Order # 180 and Order # 182 of the MoH.
People were considered to be on antiretroviral treatment whenever they started and stayed on combination antiretroviral treatment by the end of 2017 (as per 01.01.2017) (Order # 180 of the MOH, Reporting Form 56).
Viral suppression was defined as HIV RNA <100 copies/ml at the last RNA measurement by end 2017 (Order #497 of the MoH, Reporting Form 11 and Order #187 and Reporting form # 249/o). Note: Ukraine developed the new Complex HIV Protocol as per the WHO guidance. The Protocol defines different levels of VL indicator ( <40 copies, <1000 copies – WHO SI Guidance recommended for global reporting). The Protocol is not yet approved. Thus, particularly for Kiev VL <100 copies indicator is used for 2017. The VL threshold might change upon the new Protocol approval.
